From my experience and anecdotally gathered info, Vref tends to be a little on the high side of the market.
Perhaps Judi can add some expertise on the subject as I believe she has a different service that is more "real world"..

I flew out of Meigs field a great deal in the early eighties (on MS Flight Simulator 1.0);)
It was the default field as I recall.
Learned VOR Navigation before ever getting in a real aircraft!
